Al-Monitor says Washington blocked Iran's nuclear chief from Vienna; The Media Line says Austria denied him the visa
Mohammad Eslami did not address the atomic agency's conference on Monday. Five of the ten reports we hold put that on the United States, three on Austria. One carries both accounts, and no Austrian, American or agency voice is quoted on the visa in any of them.
The chair was empty. Mohammad Eslami, head of the Atomic Energy Organization of Iran, was due to address the atomic agency's General Conference in Vienna on Monday. He did not appear.
Who kept him out changes with the masthead.
| Report | Named as acting | The act, in its words | On whose account |
|---|---|---|---|
| Al-Monitor | the United States | opposing an exemption from "snapback" UN sanctions | its own voice |
| Asharq Al-Awsat | the United States | "blocked on the way because of obstructions" | Iranian state television |
| Al-Modon | the United States | "prevented" | none named |
| The Jerusalem Post | no actor named | "has been barred from speaking" | "following US pressure", in the headline |
| The Media Line | Austria | "denying" a visa | Iran's condemnation |
| Shargh | Austria | "refusal to issue" a visa | Russia's envoy, Mikhail Ulyanov |
| IRNA | no actor named | "a dangerous precedent for all countries" | Iran's nuclear agency spokesman |
One report carries both versions. Al-Monitor puts the American objection in its first line and Iran's claim that Austria granted a visa and then revoked it in its third. Nothing we hold reconciles the two.
Not settled. Every voice quoted on the visa is Iranian or Russian. We hold no American, Austrian or agency statement, so whether a visa was issued and withdrawn or never issued rests on one side's accounts. Asharq Al-Awsat alone describes a Saturday flight turned back, sourced to state television. And the Jerusalem Post writes a lower-level Iranian representative may speak later in the week — so whether Iran was excluded or downgraded is open too.
What this is about. Who kept Iran's top nuclear official from speaking at the yearly meeting of the UN's nuclear watchdog, and what that means for Iran's dealings with the watchdog.
How it got here - The International Atomic Energy Agency (IAEA) was set up in 1957 and is based in Vienna. It inspects nuclear programmes to check that they are not being used to build weapons. Each year its member states meet at a General Conference. This year's conference, the 70th, opened on Monday and runs until Friday, Asharq Al-Awsat reports. Austria hosts the agency. - In 2015 Iran signed a deal with six world powers. Iran accepted limits on its uranium enrichment, and in return sanctions were lifted. The UN Security Council endorsed the deal in Resolution 2231. That resolution included a "snapback", which let a party to the deal bring back the old UN sanctions. - In 2018, under President Donald Trump, the United States left the deal and brought back its own sanctions. After that, Iran enriched more uranium and gave inspectors less access. - In June 2025 Israel struck Iranian nuclear sites, and then the United States did. After the strikes, Iran cut back its cooperation with the agency. - In August 2025 Britain, France and Germany triggered snapback. The UN sanctions came back at the end of that September. - This month our earlier coverage has reported a war on Iran and a fight over the Strait of Hormuz.
Who is involved - Iran. Mohammad Eslami heads its Atomic Energy Organization, and he was due to address the conference. - The United States. Reuters, carried by Al-Monitor, says Washington opposed exempting Eslami from the restored UN sanctions. Shargh reports that the US energy secretary told the conference Iran must give inspectors access. - Austria. As host, Austria issues visas to delegates. Iran says Austria granted Eslami a visa and then revoked it. - Russia. Russia signed the 2015 deal. Its envoy in Vienna told Shargh that Austria broke its obligations.
What is at stake. The first question is whether a host country can keep a member state's delegate out of the agency's own meeting. IRNA quotes Iran's nuclear spokesman calling this a dangerous precedent. The second is whether Iran and the inspectors are still talking at all.
Where it stands. Eslami did not speak. The Jerusalem Post reports that a lower-level Iranian official may speak later in the week. We hold no statement from the United States, Austria or the agency.

What is being argued about
- Who kept Iran's nuclear chief out of the atomic agency's conference: an American objection to a sanctions exemption, or an Austrian visa
- Whether a visa was granted and then revoked, or never issued at all
- Whether Iran was excluded outright or will be represented at a lower level later in the week
- That no Austrian, American or agency account of the visa appears in anything we hold
