UN News says at least 46,000 displaced; Asharq Al-Awsat says 1,400 fled to Djibouti

Houthi forces hold Mokha and ground overlooking the Bab el-Mandeb Strait. The two displacement figures we hold count different people, and no report gives a death toll.

Yemeni army rosters filled with 'ghost names,' leaving Mocha vulnerable to Houthi takeover - report
Yemeni army rosters filled with 'ghost names,' leaving Mocha vulnerable to Houthi takeover - report as published by The Jerusalem Post · seen at The Jerusalem Post

Settled. Houthi forces have taken Mokha and areas overlooking the Bab el-Mandeb Strait. Asharq Al-Awsat reports government air raids, drone strikes and artillery on Houthi positions at Mokha port, Mokha airport and the Dhubab district. France 24 reports the seizure of "strategic territory around the Bab el-Mandeb Strait".

The numbers count different people.

Report Figure What it counts
UN News, citing the migration agency at least 46,000 displaced inside south-west Yemen since fighting resumed, as of Friday
Asharq Al-Awsat, citing a minister 1,400 people who reached Djibouti; the minister is not named
Asharq Al-Awsat, citing Saudi civil defence 2 injured in Al-Tuwal, Jazan, inside Saudi Arabia

The distance between 46,000 and 1,400 is not a disagreement. No report we hold sets the two side by side.

Four names for one force. France 24 writes "Iran-backed Houthi forces" in its own voice. The Jerusalem Post's picture caption has "Yemen's Iran-aligned Houthis". Asharq Al-Awsat calls them "the Houthi group", then "the militants", two clauses later. "The terrorist Houthi militia" appears only inside a quoted Saudi civil defence statement.

Not settled. No report we hold says the Houthis control the waterway. Shargh carries the Telegraph quoting one unnamed Yemeni source that they do. No report gives a death toll at Mokha, from any party. None quotes anyone inside the town, and no Yemeni outlet is among the reports we hold.

What this is about. A Yemeni port city on the Red Sea has changed hands, and the fighting has reached the shore of one of the world's busiest shipping lanes.

How it got here. Yemen has been at war since 2014, when the Houthi movement — Ansar Allah, an armed and political movement from the far north — took the capital, Sanaa, and drove out the internationally recognised government. In March 2015 a military coalition led by Saudi Arabia intervened to put that government back. The war divided the country: the Houthis hold the north and much of the Red Sea coast, including Sanaa and the port of Hodeidah, as Asharq Al-Awsat sets out; the government, backed by Saudi Arabia and the United Arab Emirates, has held the south and east from Aden. Coalition-backed forces took Mokha in 2017 and held it until this month. A UN-brokered truce in April 2022 largely froze the lines, and the UN has for years described Yemen as one of the world's gravest humanitarian emergencies. Fighting resumed last week, and the Houthis took Mokha on Thursday.

The strait. Bab el-Mandeb is the narrow passage between Yemen and the Horn of Africa, the southern gate to the Red Sea and the Suez Canal. Cargo sailing between Asia and Europe by Suez goes through it. The Dhubab district, which Asharq Al-Awsat says directly overlooks the strait, sits beside Mokha.

Who is in it, and why. Saudi Arabia borders Yemen and has fought the Houthis for a decade; its Jazan region lies across that border. France 24 calls the Houthis "Iran-backed" and Asharq Al-Awsat "Iran-allied"; how far Tehran directs them is disputed. France 24 says the group is targeting US allies as Donald Trump heads into an election. Djibouti lies on the far side of the water and receives those who cross it.

What is at stake. Control of the high ground over a trade route, and whether the truce years are over. We reported on 12 September on a parallel dispute over the Strait of Hormuz.

What is being argued about

  • Who has been displaced by the fighting in south-west Yemen, and how the two figures count different people
  • Whether Houthi forces hold the Bab el-Mandeb Strait itself or only the ground overlooking it
  • Why Mokha fell without resistance, and who is blamed for it
  • How each report names the Houthi forces, and in whose voice
Two figures, and they do not count the same peopleChart
Neither figure is a check on the other. No report we hold sets them side by side.

The bias in this coverageBias

Two displacement figures that count different people

One report gives displaced since last week's fighting, attributed to the International Organization for Migration and dated. Another gives those who reached Djibouti, sourced to a minister who is not named. They are not the same number of the same people, and no report we hold sets them side by side.

2 reports carrying a displacement figure 0 reports carrying a death toll from Mokha 1 reports carrying an injury count 0 reports naming anyone killed or hurt

Hedged on one side only

One report states the seizure of territory as fact and marks the Saudi air raids as reported, in the same sentence. Another calls one side government forces and the other the militants across two clauses. The terrorist label appears only inside a quoted official statement, not in a reporter's own voice.

1 reports hedging one side's actions but not the other's 12 reports we hold on the fighting
Scored without the mastheads. Where the two passes differ, both are kept.

Claims and verdicts

true Houthi forces have taken Mokha and areas overlooking the Bab el-Mandeb Strait.
Asharq Al-Awsat reports government air and artillery strikes on Houthi positions in Mokha and Dhubab after the group expanded control of the west coast, and separately headlines the fall of Mokha. France 24 reports Houthi forces seizing strategic territory around the strait, and The Jerusalem Post, citing CNN, discusses blame for the lack of resistance to the Mokha takeover.

unverified At least 46,000 people have been displaced by the renewed fighting in south-west Yemen.
The figure comes only from UN News reporting the IOM count as of Friday 11 September; no other report we hold gives an internal displacement number. Asharq Al-Awsat's separate figure of 1,400 counts people who reached Djibouti, which is a different thing.

misleading The Houthis now control the Bab el-Mandeb Strait.
Asharq Al-Awsat says they hold areas overlooking the strait and France 24 says they seized territory around it and threatened to disrupt shipping — neither reports control of the waterway. Shargh carries the Telegraph quoting an unnamed Yemeni source on Houthi control of the strait, which is one anonymous account at second hand.

Puts the question to Farea Al-Muslimi of the Sanaa Center for Strategic Studies, who calls this possibly "the last round in Yemen's current war", and ties it to pressure on Washington before the US election.
Iran-backed Houthi attacks on Saudi Arabia have intensified as fighting spreads around the Bab el-Mandeb Strait, a vital chokepoint for global trade and oil shipments. On FRANCE 24, Sanaa Center for Strategic Studies chairman Farea Al-Muslimi argued this could mark "the last round in Yemen's current war", unpacking the Houthis' ties with Iran and the growing pressure on Washington as the group targets US allies while Donald Trump heads into a crucial election.
What is asserted versus attributed: Iran's backing is carried as an unattributed modifier before the noun, so the link is asserted rather than sourced, and the chokepoint is measured by global trade. — “Iran-backed Houthi attacks on Saudi Arabia have intensified as fighting spreads around the Bab el-Mandeb Strait”

Reports the seizure of territory around the strait as fact, the Saudi air raids as "reported" and the Houthi attacks inside Saudi Arabia as "claimed" — three levels of certainty in one paragraph.
Fighting is escalating in Yemen after Iran-backed Houthi forces seized strategic territory around the Bab el-Mandeb Strait, prompting counterstrikes by government forces and reported Saudi air raids. The Houthis also claimed attacks inside southern Saudi Arabia and threatened to disrupt shipping through the key maritime chokepoint, raising fears for regional security and global trade.
How hard the claim is stated: the seizure stated flat, the Saudi raids hedged as reported, in one sentence — “Iran-backed Houthi forces seized strategic territory around the Bab el-Mandeb Strait, prompting counterstrikes by government forces and reported Saudi air raids”
What is hedged: Hedges land on one side only: the seizure is stated flat, the Saudi raids are "reported", and Houthi attacks in Saudi Arabia are "claimed". — “seized strategic territory around the Bab el-Mandeb Strait, prompting counterstrikes by government forces and reported Saudi air raids”

Puts the humanitarian crisis and the threat to shipping in the same headline as the fall of Mokha; we hold the headline only.
Those who had not fled the southwestern Yemeni coastal city of Mokha awoke Thursday to a grim military and humanitarian reality after the Houthi group seized full control of the city and its strategic port and extended its reach toward the Bab al-Mandeb Strait. As military developments accelerate, threatening international shipping, the humanitarian crisis is worsening, pushing tens of thousands of civilians to the brink. With little time to consider their options, thousands of civilians in western Taiz and southern Hodeidah were forced to flee after the Houthis carried out raids and arrests i

The second figure, and a smaller thing counted: 1,400 who reached Djibouti, on the word of a minister the headline does not name.
About 1,400 people have fled Yemen for Djibouti due to fighting between government forces and Iran-allied Houthis, Djibouti's minister of economy and finance said Saturday. Houthi fighters control a large part of northern Yemen, including the capital Sanaa and Hodeida in the west. They have advanced along the coast in just days and on Thursday seized the port city of Mokha. The Houthis have since taken control of the coastline and islands in the Red Sea, and on Friday tightened their grip on the Bab el-Mandeb Strait, which is vital to global shipping through the Suez Canal.
