One-month US waiver, says The Jerusalem Post; two months, Najaf to Mashhad only, says An-Nahar's Iraqi source
Iraqi Airways says it will fly to Iran again in October. Five outlets agree on that. They do not agree on how long the US exemption lasts, which route it covers, or who wanted the flights back.
The announcement. Iraqi Airways, Iraq's state carrier, says it will restart flights to Iran in October. Shargh, LBCI and The Jerusalem Post all carry this, and none of them disputes it.
The terms. The outlets differ on what Washington allowed.
| Outlet | Length | Route | Whose word |
|---|---|---|---|
| The Jerusalem Post | one month | Iran–Najaf | Reuters, Monday |
| An-Nahar | two months, renewable for two more | Najaf–Mashhad only | one unnamed Iraqi government source |
| LBCI | not in the part we hold | pilgrims to and from Najaf | unnamed Iraqi official sources |
| Shargh | not given | "to Iran" | the airline |
The conditions. Only An-Nahar's source gives these. Iranian airlines stay barred "in any form". American companies would handle services and monitoring at Najaf airport. US officials would check every passport and could stop any traveller. Flights carry civilians only, with no military personnel, no cash and no cargo beyond personal luggage. The US would also track ticket revenue and fuel.
The objectors. Tehran Times says the halt set off protests in Najaf and Basra, with demonstrators warning of harm to pilgrims, patients, students and businesses. An-Nahar says the pressure comes from armed factions and political forces close to Iran. Neither report gives the other's account.
Not settled. It is unclear whether the waiver runs for one month or two. No report we hold quotes the US Treasury or names an Iraqi official. All of An-Nahar's conditions come from one source. We hold no Iraqi outlet on this story.
What this is about. Iraq stopped Iranian airlines landing at its airports to stay clear of US sanctions. Now Washington is letting one Iraqi route back.
How it got here. The United States has had sanctions on Iran since the 1979 revolution. In 2018 President Trump took the US out of the 2015 nuclear deal and reimposed wide sanctions. Since then, foreign banks, companies and governments that deal with Iran have risked US penalties themselves. The US Treasury enforces these rules and can grant exemptions, known as waivers. Iraq has relied on such waivers for years, for example to keep buying Iranian electricity and gas.
According to An-Nahar, Iraq recently stopped accepting flights by Iranian airlines at Baghdad, Najaf, Erbil and Sulaymaniyah. It did so because it feared the sanctions would spread to Iraqi airports and firms. Tehran Times reports that the halt led to protests in Najaf and Basra.
The actors. - Iraq's government depends on Iran for energy and trade, and on the US for security and access to its dollar revenues. It needs to keep both relationships. - Iran is under sanctions and has close ties to Iraqi political parties and armed groups. - The US wants to shut off channels that could carry money or banned goods to Iran. - Pilgrims travel in both directions. Najaf holds the shrine of Imam Ali, one of the holiest sites in Shia Islam. Mashhad in Iran holds the shrine of Imam Reza.
What is at stake. If the waiver holds, a pilgrim route reopens under US oversight while Iranian carriers stay barred. If it lapses, the route shuts again, and the pressure on Baghdad that the reports describe is likely to come back.
Where it stands. Iraqi Airways plans to start in October. The reports disagree on whether the exemption runs for one month or two.
