Tasnim: seven conditions and the strait stays closed. Anadolu's account of the Iran–Oman call carries neither
Three Russian outlets carry one Iranian agency report, sourced to one unnamed person, that Tehran has given Washington seven terms for reopening the Strait of Hormuz. None names a single term. The only report of the Iranian and Omani foreign ministers' call mentions no strait at all.
One account, three mastheads. Regnum, Vedomosti and Life.ru each report that Iran has sent the United States seven conditions for reopening the Strait of Hormuz. All three credit the Iranian agency Tasnim, citing one informed source it does not name. Regnum quotes the line: "until these seven conditions, approved by Iran's highest officials, are met, the Strait of Hormuz will remain closed." Not one of the three says what any of the seven is. Life.ru adds that the demands went to the American side through intermediaries.
The same afternoon, a call with none of it in. Anadolu Agency reports a phone call between Iran's Abbas Araghchi and Oman's Badr Albusaidi as "issues of mutual concern" and regional developments. No strait, no conditions, nothing either man said. Life.ru, again from Tasnim, reports that Iran and Oman agreed new shipping routes and that the agreement does not open the strait.
| Outlet | On the strait | Who it cites |
|---|---|---|
| Regnum | Closed until seven conditions are met | Tasnim, one unnamed source |
| Vedomosti | Seven conditions sent to the US | Tasnim, named in the headline |
| Life.ru | Seven conditions, passed through intermediaries; new Iran–Oman routes do not open it | Tasnim, one unnamed source |
| Anadolu Agency | Not mentioned | The two foreign ministries |
| The Jerusalem Post | Not stated | Its own analysis |
Not settled. What the seven conditions are. Whether they reached Washington. Whether the strait is shut, and to what. No Iranian or American official is quoted in any report we hold, and none cites a shipping authority, an operator or a traffic figure.
What this is about. Iran says it will keep shut a sea lane that much of the world's oil and gas passes through until the United States meets its terms. Nobody has published those terms.
How it got here. - Iran and the United States have been adversaries since the 1979 revolution. - In 2015 Iran agreed a nuclear deal with world powers. President Trump took the US out of it in 2018 and brought back sanctions. - Tension rose after the Gaza war that followed the Hamas attacks of 7 October 2023. In June 2025 Israel and Iran fought a 12-day war, and the US struck Iranian nuclear sites. - By September 2026 Anadolu Agency was filing its coverage under "US-Iran war" and "Hormuz crisis". The reports we hold do not say how the current fighting began. - In our coverage on 9 September, France 24 said Iran had hit "more than a dozen vessels" and that oil was above $100. On 8 September, Iran's Revolutionary Guard said it had trapped a US underwater drone. A US official said the drone was an older model that had broken down.
The actors. - Iran sits on the strait's northern shore. Its leverage is the power to close it. - The United States is Iran's opponent in the fighting. The terms are addressed to Washington. - Oman holds the southern shore. It has hosted talks between the US and Iran before, including in 2013 and 2025. - Tasnim is the Iranian news agency that reported the seven conditions. The Russian outlets in this story repeat its report.
What is at stake. The Strait of Hormuz links the Gulf to the open ocean. It is narrow enough that its shipping lanes run through Iranian and Omani waters. Most exports from Saudi Arabia, Iraq, Kuwait, Qatar and the UAE have to pass through it. When the strait is shut, fuel and shipping costs rise far from the Gulf. The Iran–Oman agreement also matters: Vedomosti reports that the route into the Gulf would run entirely through Iranian waters. That would give Iran a say over each ship.
Where it stands. Anadolu reported that Oman was preparing to host Iranian and Gulf officials on Monday 14 September for talks on the strait. Those talks followed weeks of talks between Tehran and Muscat. None of our reports says what the conditions are or whether Washington has answered.

What is being argued about
- Whether Iran passed the United States seven conditions for reopening the Strait of Hormuz, and through whom
- Whether the Iran–Oman contacts of 12 September are the shipping-routes agreement or a separate diplomatic call
- What the status of the strait actually is, and what a closure costs shipping
- How far five outlets diverge when four of them rest on one unnamed source
