Frankfurter Allgemeine calls Wadephul's meeting with Lavrov 'a handshake at the wrong time'; Welt calls it 'an important signal'
Germany's foreign minister met Russia's on the sidelines of the UN General Assembly. Two German papers reach opposite verdicts. Neither says what the two men said.
The meeting. Johann Wadephul, Germany's foreign minister, met Sergei Lavrov, Russia's foreign minister. Welt says it happened on the sidelines of the UN General Assembly. Frankfurter Allgemeine does not say where.
Two verdicts. Both reports are comment pieces. Both came out on 27 September, half an hour apart.
| Frankfurter Allgemeine | Welt | |
|---|---|---|
| Verdict | "A handshake at the wrong time" | "Good that Wadephul tries anyway" |
| On talking to Moscow | There "could be good reasons" to sit down with "representatives of the Kremlin regime" | "You cannot negotiate with this Russia" |
| On this meeting | "None [no reason] can be seen" | "Berlin achieves an important signal" |
| Says what was discussed? | No | No |
Where they agree. Neither paper expects much from Moscow. Welt says flatly that the talk shows Moscow "will not let go of its war in Ukraine". Frankfurter Allgemeine calls Russia's government a "regime". Where they split is on whether talking is still worth it.
What is not settled - What the two ministers discussed. Neither report quotes either man. - What Welt's "important signal" was, and who it was meant for. We hold only the opening lines of Welt's piece, and they do not say. - Whether the talk showed what Moscow intends. Welt says it did, but cites nothing from the meeting. - How Moscow, Kyiv or other EU governments read the meeting. We hold no report from any of them.
What this is about. Germany's foreign minister sat down with Russia's foreign minister while the European Union still treats Russia as the aggressor in a war on its border.
How it got here. Russia annexed Crimea from Ukraine in 2014 and backed armed separatists in eastern Ukraine. On 24 February 2022 it launched a full-scale invasion. The European Union answered with rounds of sanctions on banks, energy, trade and named individuals, and has renewed them since. Western governments cut most high-level contact with Moscow. Talking to Russia's leaders became a political statement in itself.
Who the actors are. - Johann Wadephul (CDU) has been Germany's foreign minister since May 2025, in Chancellor Friedrich Merz's coalition government. - Sergei Lavrov has been Russia's foreign minister since 2004. He speaks abroad for President Vladimir Putin's government. - The UN General Assembly brings together every UN member state in New York each September. Its sidelines are one of the few places where ministers of hostile governments can meet without a formal visit. - Germany is the EU's largest economy and one of Ukraine's largest backers. Before 2022 it was among Russia's closest trading partners in Europe, above all for gas.
What is at stake. Supporters of contact argue that wars end through talks, and that someone must keep a channel open. Opponents argue that meeting Russia's ministers rewards the invasion and splits the European line. Both papers here start from the view that Russia is not ready to negotiate. They differ on whether a meeting can still serve a purpose.
Where it stands. The meeting happened. We hold no account of what was said, and no statement from either ministry.

- What the meeting signalled, if anything, and to whom
- Whether Russia is willing to negotiate at all
