Mediapart puts AI at the top of Xi's Washington visit, Libération lists tariffs first, NPR names no issue
China's leader Xi Jinping arrived in the United States on Wednesday 23 September for a state visit. The three reports we hold give three different agendas. None gives a tariff figure or says who would pay.
The visit. Mediapart and Libération say Xi Jinping arrived in the United States on Wednesday 23 September. NPR says President Donald Trump is set to greet him for a "high-stakes state visit".
Three agendas. The three reports do not agree on what the visit is about.
| Outlet | What it puts first | Length of visit |
|---|---|---|
| Mediapart | AI, "a source of technological and economic rivalry" | "short" |
| Libération | "tariffs, AI, Taiwan", in that order, as "the subjects that anger" | three days |
| NPR | No issue named in the text we hold | not given |
What they share. Two of the three reports name AI. Only Libération names tariffs. Mediapart says AI is also on the table "because of its dangers", not only as a rivalry.
The earlier meeting. NPR says this is the second time the two leaders have met this year, after a summit in Beijing in May. Neither French report mentions it.
What is not settled. - No report gives a tariff rate, a trade figure or a proposed deal. - No report says who pays the tariffs: importers, shoppers or exporters. - How long the visit lasts. Libération says three days. Mediapart says "short" and gives no length. - From Libération we hold only the opening lines, and from NPR a single sentence. Their full reports may say more.
What this is about. The leaders of the world's two largest economies are meeting in Washington. The two countries disagree over the rules each sets on trade and on advanced technology.
How it got here. In 2018, in his first term, Donald Trump put tariffs on Chinese goods. China answered with tariffs of its own, and a trade war followed that lasted years. The two governments signed a partial "Phase One" trade deal in January 2020. President Joe Biden kept most of those tariffs. From October 2022 his government added export controls that stop American companies selling China the most advanced computer chips and the tools to make them. Those chips are what AI systems are trained on. Trump returned to office in January 2025 and raised tariffs on China again, and China hit back. Trump and Xi met in Busan, South Korea, in October 2025 and agreed a truce. NPR reports they met again at a summit in Beijing in May this year.
The actors. Donald Trump is President of the United States. Xi Jinping has led China's Communist Party since 2012 and has been China's president since 2013. Taiwan, which Libération lists among the disputes, governs itself. Beijing claims it, and the United States sells it weapons under a 1979 law.
What is at stake. A tariff is a tax paid when goods cross a border, and it feeds into the prices of goods sold in both countries and beyond. Chip controls decide which countries can build the most powerful AI systems. Mediapart says the two sides also discuss AI "because of its dangers".
Where it stands. Xi arrived on 23 September. The reports we hold describe the agenda. None reports an outcome.
