Politico and HotNews.ro: Moscow is answering Zelensky's refinery threat. Gazeta Wyborcza: Zelensky is answering Russia's raids on Kyiv
Russia said on Sunday it will step up strikes on Kyiv and other Ukrainian regions. Three of the five reports we hold present that as a reply to Kyiv. One puts Russian strikes first and Zelensky's refinery vow second. None of the five gives a casualty figure.
What happened. Russia said on Sunday that it will step up strikes on military and industrial sites, and on related infrastructure, in Kyiv and other regions of Ukraine. Digi24, citing AFP, carries the announcement. The list of targets is Moscow's own. Separately, Poland's foreign ministry said Russia "will not break Ukraine". It was answering a Russian foreign ministry call for diplomats and foreigners to leave Kyiv, Gazeta Wyborcza reports.
Who answered whom. Four reports, two orders:
| Outlet | What comes first | What Kyiv's words are called |
|---|---|---|
| Politico Europe | Kyiv's vow; Moscow acts "after" it | quoted: "respond in any way we can" |
| HotNews.ro | Zelensky's words; Russia's "reply" | amenințări (threats) |
| Digi24 | Zelensky's words; Russia acts "in response" | declarații (statements) |
| Gazeta Wyborcza | Russian raids on Kyiv; the vow is the answer | his pledge, "but not civilians" |
The Russian statement makes the link itself. HotNews.ro quotes it: Moscow acts "following the statements made by Zelensky".
Kyiv gives its own reason. Zelensky says Moscow has a "new doctrine" of raids meant to drive people out of Kyiv. Wyborcza reports this as his claim. Digi24 adds a hedge: "what he described as".
Not settled. - Whether the "new doctrine" exists. Only Zelensky says so. - Whether Sunday's attack on a Kyiv bridge, reported by Wyborcza, came before or after Moscow's announcement. - When Zelensky made the vow. HotNews.ro says only "recently". - Whether anyone was hurt. No report we hold says.
This story is about a new round of escalation in the air war between Russia and Ukraine. It is also about how European outlets order the events, which decides who appears to have struck first.
How it got here. In 2014 Russia annexed Crimea from Ukraine and backed armed separatists in the eastern Donbas region. On 24 February 2022 it launched a full-scale invasion. Kyiv was not taken. The war settled into a front line in the east and south, alongside long-range strikes. Russia has hit Ukrainian cities, power stations and other infrastructure with missiles and drones. Ukraine has struck targets inside Russia, oil refineries among them. Oil is one of Russia's main sources of export income.
The actors. - Russia, under President Vladimir Putin. It says its strikes target military and industrial sites. - Ukraine, led by President Volodymyr Zelensky since 2019. It says it is defending itself, and it relies on Western weapons and money. - Poland borders Ukraine and belongs to both NATO and the EU. It is the main land route for Western aid to Ukraine and has backed Kyiv since 2022. - The European Union has imposed rounds of sanctions on Russia since 2014, including restrictions on Russian oil.
What is at stake. If both sides widen their targets, Ukrainian cities and Russian energy sites both come under heavier fire. Moscow has called on foreign diplomats to leave Kyiv. Poland treats that call as a threat. It touches every embassy in the city, not only those of the two warring states.
Where it stands. On 4 October Moscow announced it would step up strikes. Zelensky had already pledged to hit refineries but not civilians. Poland answered the call for diplomats to leave. No report we hold gives a casualty figure for the weekend's strikes.

What is being argued about
- Who escalated first: Politico Europe, HotNews.ro and Digi24 frame Moscow's step-up as a reply to Kyiv. Gazeta Wyborcza frames Kyiv's refinery vow as a reply to Russian raids.
- Word choice: HotNews.ro calls Zelensky's words 'threats' and Russia's announcement a 'reply'.
- Zelensky's claim of a Russian 'new doctrine' to empty Kyiv. Two reports carry it, and no report we hold confirms it.
- Poland's answer to Moscow's call for diplomats and foreigners to leave Kyiv.
